ProxyVM should propagate networking information upstream

Description

Currently ProxyVM is monitoring network changes in NetVM it is connected to, but it does not create own network information keys - so it cannot notify another ProxyVM which is connected to it.

We need to fix qubes_netmonitor script to update local external_ip keys on upchain change.
