firstboot: ntp settings window fails

Description

After user enables NTP in firstboot, ntp service is started, and an attempt is made to sync the Dom0 clock via ntp. This fails, of course, because there is no network in Dom0.

We should not ask the user about whether to use ntp or not -- just assume we should be using it (users who don't want it for some reason might always disable it later in the udatevm).
