One can run system-config-keyboard (as user) in the VM, and change the layout. This layout, however is lost after the VM reboot. Another problem with running this tool is that it's text-based...

So, a good solution would include:
1) A GUI tool -- probably there is one already?
2) Having some script to load the layout saved somewhere in /home/user, which survives the VM reboot, and also is VM-specific.
